“As part of CATS support to public safety agencies, CATS has a contingency fleet that is decommissioned and available to use in support of these types of requests from Emergency Management,” Baldeck explained. The buses, it appears, were meant to create a safety barrier around the event, a service that had also been provided during former President Donald Trump’s rally at the same venue earlier this summer.
