CHARLOTTE, N.C. — Exciting developments are stirring in the Queen City as city officials prepare to vote on whether to advance a plan for toll lanes on Interstate 77, heading south towards South Carolina. This initiative comes as part of a proposed public-private partnership, with the Charlotte City Council set to cast their votes this coming Monday. The outcome will be pivotal as the city prepares for a meeting with the Charlotte Regional Transportation Planning Organization (CRTPO) on Wednesday.
So what exactly is on the table? According to the North Carolina Department of Transportation (NCDOT), the estimated cost for building these express lanes exceeds a staggering $3.7 billion. Due to budget constraints, the state has determined it cannot front more than $600 million for this ambitious project. This is where the private sector comes into play. If a qualified private developer steps in, they would cover the remaining costs, while the state contributes its share.
The proposed express lanes would become the most expensive transportation project in North Carolina’s history, highlighting the necessity for every interchange along I-77—from Uptown Charlotte to the South Carolina border—to undergo reconstruction. This is no small feat and demonstrates the growing demands on our infrastructure as local populations continue to rise.
Charlotte City Councilman Ed Driggs, who represents the city on the CRTPO board, pointed out the challenging financial landscape at play. The state is grappling with a decrease in revenue from the gas tax coupled with an increasing number of needed infrastructure projects. Driggs emphasized that with this new funding structure, those who choose to utilize the toll lanes will finance their own usage rather than relying on the taxpayers for support.
The CRTPO board is composed of elected leaders from Charlotte, the surrounding counties, and municipalities. It’s noteworthy that the city boasts a significant voting power within this group, holding 31 out of 68 votes for this decision. That means Charlotte’s stance could heavily sway the outcome of the project.
Over the past year, financial experts have been reviewing various pathways for advancing the proposed NC Quick Pass lanes. Discussions have revolved around whether to utilize solely state funds or to create a partnership with private developers. Just a few years ago, a private company known for the I-77 express lanes north of Uptown also showed interest in extending their services southward. However, local officials have voiced their commitment to opening the bidding process to ensure competition among qualified developers.
As it stands, the existing express lanes on I-77 have been a hot topic, with around 300,000 drivers using them monthly. A recent report from the concessionaire of the northern lanes showcased a positive trend: speeds in the general traffic lanes have risen by as much as 15% since the lanes were established. With tangible improvements in travel efficiency, many are hopeful that a similar effect could be seen should the project move forward south of the city.
In addition to the I-77 proposals, express lanes are currently under construction on I-485, extending near the South Carolina state line to Independence Boulevard in Matthews. This indicates a growing commitment to modernizing the region’s transportation system, enabling easier and faster commute options for residents.
