Charlotte-Mecklenburg Schools (CMS) is preparing to address significant budget challenges as it drafts its annual budget for the upcoming school year. In the bustling city of Charlotte, the local school system, Charlotte-Mecklenburg Schools (CMS), is gearing up to tackle some serious budget challenges. As they prepare to submit their annual budget to the Mecklenburg County commissioners later this year, all eyes are on the figures and how they will affect students, teachers, and the community as a whole.
Over the past decade, Mecklenburg County’s general fund revenue has seen an average growth rate of 3.9%. What’s interesting to note is that the funding allocated to CMS has grown even faster, at an average rate of 5.2% each year. Currently, a substantial 38% of the county’s general fund is directed towards CMS, and projections suggest this number could climb to 41% by the year 2030. Talk about a commitment to education!
With the county’s goal being to prioritize educational funding, expenses for CMS are also on the rise. But here’s where it gets a bit tricky—the revenue growth isn’t keeping pace with inflation, nor does it seem to be enough for necessary increases in teacher salaries. For instance, starting teacher salaries in North Carolina for this current school year are sitting at $41,000. However, to put things in perspective, a living wage for a single, childless adult in Mecklenburg County is estimated to be around $50,700. This means many teachers feel the pinch.
To help tackle this wage issue, Mecklenburg County provides supplemental pay for educators. Even with this extra kick, some county commissioners have voiced their dissatisfaction with the CMS budget, expressing concerns about how funds are prioritized. They want to make sure that the money being spent is truly benefiting student achievement, and it’s an ongoing discussion.
As it stands, CMS has not yet submitted a formal budget request, but they estimate they’ll need around $28 million mainly dedicated to employee benefits and compensation. Interestingly, federal funding accounts for about 8.7% of CMS’s budget, but this can fluctuate with changes in federal administration, making future budget planning tricky.
For the 2024-25 school year, CMS board members have already proposed a grand budget of $2.1 billion, which includes a request for $653 million from the county—up by $56 million from the previous allocation. The proposed budget is aimed at addressing not just recurring operational costs but also much-needed teacher pay supplements.
Despite the looming budget challenges, CMS has been making strides in student performance. During the most recent school year, a remarkable 146 out of 184 schools met or exceeded state achievement expectations. Yet, it’s not all sunshine and rainbows; achievement gaps remain a concern, especially among different racial and ethnic groups, particularly in literacy.
Looking further into the future, 2025-26 budget considerations are expected to be more scrutinized than ever. The budget year kicks off on July 1, and the CMS budget request will certainly be a point of focus for necessary funding choices going forward.
In the meantime, CMS employed 722 temporary positions thanks to assistance from COVID-19 relief funding, but as that funding is set to expire this fall, the challenge of filling those roles will be one more item on the plate for school administrators.
