The Exciting Future of South Charlotte: Major Redevelopment on the Horizon!

Charlotte residents, get ready for some big changes! A proposed redevelopment project in south Charlotte, which promises to bring thousands of mixed-income homes, a grocery store, and more retail and office spaces, is just two steps away from being officially approved! How exciting is that?

The Charlotte City Council is gearing up for a crucial vote during Monday’s rezoning hearing, where they will discuss the redevelopment plan put forth by Horizon Development Properties, Levine Properties, and Northwood Ravin. These developers are looking to rezone a whopping 115 acres of land near the bustling intersection of Old Providence Road, Providence Road, and Sardis Lane.

What’s the Plan?

The vision is clear: create a walkable mixed-use neighborhood while ensuring some affordable housing options remain available. The developers currently own three separate parcels of land, and here’s how each of them plans to contribute to this transformation:

  • Horizon Development: The first decision revolves around an 8.55-acre plot at the intersection of Old Providence and Providence. Horizon, a nonprofit developer and subsidiary of Inlivian, aims to change the zoning from multifamily to a mixed-use district. They plan to split this land into sections with the goal of constructing up to 350 multifamily units, and up to 70 additional units with at least some of them being affordable housing for families earning between 30% to 80% of the area median income.
  • Levine Properties: The largest parcel belongs to Levine, who owns 85 acres east of Providence Road, surrounding Sardis Lane. Their ambitious plans include creating over 1,000 housing options, with a mix of 879 market-rate apartments, 125 townhomes, and 108 workforce housing units. Additionally, they are planning 80,000 square feet of retail space and 45,000 square feet of office space, which will also be home to a grocery store and a daycare center.
  • Northwood Ravin: This developer’s 20 acres sits just below Horizon’s land and they have plans for around 650 market-rate apartments and up to 95 townhomes. This part of the project is also sure to draw interest from both potential residents and businesses.

Cream of the Crop: Infrastructure and Funding

The total cost of this exciting project? A cool $500 million. To help fund the necessary infrastructure changes, which include important updates like improvements to the Providence Road corridor and new traffic signals, the developers are seeking a total of $19 million in tax increment grant funding from the city and county.

Of that, they have requested $6.9 million from the city and $12.1 million from Mecklenburg County. The city council already gave a green light to its portion of the deal, and now it’s up to the county to make its decision next month. Fingers crossed for a smooth ride ahead!
